DHS Equipment Program, funding equipment and home modifications - December 2020

During 2020, DHS has transferred a number of the Domiciliary Equipment Service (DES) services to the non-government sector.

As of Monday, 14 December 2020, DES is no-longer providing services.

Clients funded for mobility and support equipment and home modifications through the DHS Equipment Program can still receive equipment, home modifications and services through other providers.

In November 2019, the Department of Human Services (DHS) committed to Domiciliary Equipment Service (DES) transitioning service delivery to the non-government sector by December 2020.

DES has already transitioned a number of services earlier this year and will now transition from providing repairs and Readily Available Loan Equipment Services. This is expected to be completed by December 2020.

Organisations with current arrangements with DES are being contacted about the service transition, with a view to minimising any impact on clients.

DES services changes and options for clients are currently available on this website and this information will be updated as we progress with transition arrangements.

The DHS Equipment Program will continue to be administered and managed by the South Australian Government.

Prescribers and clients should continue to contact the DHS Equipment Program via dhsequipmentprogram@sa.gov.au or 1300 130 302.

To continue to support DHS clients funded through the DHS Equipment Program, a tender for the supply of equipment services for these clients will be released soon.

DES has been providing services to South Australians in need of equipment and home modifications for nearly 25 years and in that time has supported over 100,000 clients. Thank you for your support of our services.

The DHS Equipment Program is committed to supporting South Australians in this time of need by continuing to provide our services to the community.

Please call us on 1300 130 302 if you have any questions regarding our services, collections or home modifications.

Our priority is the safety of our staff and clients.  As such, we have the following measures in place:

Hygiene, personal protective equipment and physical distancing measures

We have implemented a number of measures within the workplace to ensure that all government recommendations are followed, and clients and staff are kept safe. This includes observing physical distancing and hygiene practices in all work and community locations.

We continue to work with our preferred suppliers to ensure that we can provide these essential services and ensure compliance with COVID-19 safe practices. Our contractors will use gloves, sanitiser and face masks (when required).

Equipment supply

We understand that our clients still require products and services to support them during this period. Our preferred suppliers are managing stock-levels of key equipment types and ensuring that any disruptions are minimal.

ALTER selected to supply DHS Equipment Program - November 2020

ALTER selected to supply DHS Equipment Program - November 2020

The Department of Human Services (DHS) has appointed ALTER to continue providing a range of support and mobility equipment services to eligible South Australians.

People living in the community in need of palliative care support, adults with chronic health conditions and people with a disability aged over 65 years who are not eligible for the NDIS or My Aged Care are among the South Australians who use the DHS Equipment Program, which is funded by the State Government.

Joe Young, Executive Director of Disability Services at DHS, said ALTER was selected through a public tender process and would begin supplying equipment services on 14 December 2020 on three-year contract with the option of two single-year extensions.

“Vulnerable people in our community will continue to access equipment services and home modifications to assist them in their everyday life,” Mr Young said.

“The new supply arrangement with ALTER will enable the South Australian Government to ensure high quality refurbished and new equipment continues to be available for people using the DHS Equipment Program.”

ALTER, which stands for Assistive Living Technologies Equipment Resources, is a business unit of Cabrini Health, a large not-for-profit, client-focused organisation which also operates hospitals, aged care facilities and palliative care services. ALTER has more than 10 years’ experience providing assistive technology services around Australia.

ALTER will join with other specialist providers of equipment services and home modifications to support DHS Equipment Program clients.

DES is committed to supporting South Australians in this time of need by continuing to provide our services to the South Australian community. The safety of our staff and clients is our top priority and we are therefore rolling out the following measures:

Client services

Our services continue to be provided to clients at present.

General enquiries (including provision of readily available equipment, collection, or home modifications) – phone 1300 130 302

Hygiene, personal protective equipment and physical distancing measures

We have implemented guidelines within the workplace to ensure that all government recommendations are followed and clients and staff are kept safe.  This includes observing physical distancing and hygiene practices in all work and community locations.

Staff are ensuring that they wash their hands frequently throughout the day, and that equipment is hygienically cleaned.  When working in the community, gloves are in use along with sanitiser between client contacts.

Staff who are unwell, have been instructed to not attend work. In addition to these measures, we will be supporting staff in business support roles to work from home where possible.

Equipment supply

We understand that our clients still require products and services to support them during this period. We have reviewed our stock-levels of key equipment types to identify potential supply disruptions, and at this time, we are confident that disruptions will be minimal.

Contractors

We are in the process of liaising with contractors regarding their business continuity plans to ensure that we can continue to work together and provide essential services.

DES Update - November 2019

The State Government has decided to gradually withdraw from delivering Domiciliary Equipment Service (DES) services to the market by December 2020. This will include a proposed transfer of DES’ refurbished and readily available loan equipment service, and the gradual closure of remaining services including home modifications, wheelchair and seating services and on-road repairs.

We will work with our staff and other parties during the winding down phase of the services that will close, to ensure the changes happen smoothly and with minimal disruption to our clients.

In the meantime, it will be business as usual for our refurbished and readily available loan equipment service at Netley in the lead-up to the proposed transfer of that service next year.

Clients accessing equipment through the State Equipment Program will not be impacted by this withdrawal.

Domiciliary Equipment Service (DES) at Netley has been the location for an online video launched this week highlighting how DES became a national leader in refurbishment and reuse of equipment for people with a disability.

The video made by Green Industries SA stars one of our clients, along with our warehouse operations and staff. The video can be watched on YouTube (1.46 mins).

The video highlights the important work DES does to help those in our community.

On many occasions, DES will have a guest speaker which is usually a staff family member who is passionate about eliminating men’s violence against women.

The SA Government has committed to Domiciliary Equipment Service (DES) transferring to the non-government sector and we expect to begin transition around the middle of 2019.

A market process is now underway to find new management for DES, and we will share more information as it comes to hand.

Please note that for all clients and agencies, it is business as usual. DES is committed to supporting its clients and stakeholders through the changes and will continue to provide its equipment services until a transfer to new management occurs.
